Phthalates
What it is
Phthalates are a large family of industrial chemicals (esters of phthalic acid) added to PVC/vinyl plastic to keep it soft and bendable, and separately used in fragrance formulas as a carrier that helps scent dissolve evenly and last longer on skin or fabric. They turn up in vinyl flooring, shower curtains, garden hoses, raincoats, some older or imported soft-plastic toys and teethers, nail polish, hairspray, and food packaging film, plus almost anywhere "fragrance" or "parfum" appears on an ingredient list. Because they aren't chemically bonded to the plastic or fragrance base, they migrate out over time into air, dust, and anything that touches the product — including a baby's mouth. Different phthalates do different jobs: DEHP, BBP, and DBP are the classic PVC and nail-polish softeners with the strongest hazard evidence, while DEP is the one most commonly used as a fragrance carrier and DINP/DIDP are higher-molecular-weight substitutes now used in place of some banned phthalates.
Why it's flagged
DEHP, DBP, and BBP are anti-androgenic endocrine disruptors: they interfere with testosterone synthesis and signaling during fetal development. Shanna Swan's widely cited 2005 study in Environmental Health Perspectives found that higher first-trimester maternal exposure to these phthalates was associated with shorter anogenital distance in baby boys, a biomarker that parallels the "phthalate syndrome" (reduced anogenital distance, incomplete testicular descent, smaller genital size) produced experimentally in rodents. The U.S. National Toxicology Program classifies DEHP as "reasonably anticipated to be a human carcinogen" in its 15th Report on Carcinogens, based on liver, testicular, and pancreatic tumors in animal feeding studies. Under the EU's CLP Regulation (EC No. 1272/2008, Annex VI harmonised classification), DEHP, DBP, and BBP are classified as Category 1B reproductive toxicants (H360FD). Because young children mouth objects and have more skin and household-dust contact relative to their body weight, CDC's NHANES biomonitoring program (National Report on Human Exposure to Environmental Chemicals) finds phthalate metabolites in the large majority of the U.S. population, and NHANES-based analyses have repeatedly found young children with higher urinary phthalate metabolite concentrations than adolescents and adults. Separately, because FDA regulations let "fragrance" ingredients stay undisclosed as trade secrets, phthalates such as DEP used to stabilize scent don't have to be named on the label — so a product can list only "fragrance" while a real, usually smaller, phthalate load goes unreported.
How concerned to be
This lands in caution rather than outright avoid, because the worst-evidenced phthalates are already restricted in the products where children's exposure would matter most. Since Section 108 of the 2008 Consumer Product Safety Improvement Act and a 2017 CPSC final rule (16 CFR Part 1307), DEHP, DBP, BBP, DINP, DIBP, DPENP, DHEXP, and DCHP have been permanently banned above 0.1% (1,000 ppm) in any accessible part of U.S. children's toys and child care articles; the EU's REACH regulation (Annex XVII, Entry 51, expanded and in force since July 2020 via Commission Regulation (EU) 2018/2005) caps DEHP, DBP, BBP, and DIBP at 0.1% in essentially all plasticized consumer articles, Entry 52 separately restricts DINP/DIDP/DNOP in mouthable toys and childcare items, and the EU Cosmetics Regulation bans several phthalates from cosmetics outright. A toy, teether, or child-care item bought new from a mainstream U.S. or EU retailer today is very unlikely to contain these chemicals at meaningful levels, and the FDA states it currently has no evidence that phthalates as used in cosmetics pose a safety risk. The real remaining exposure comes from three places: older, secondhand, or cheaply imported vinyl products made before or outside these rules; personal-care and fragranced products where the "fragrance" label can legally hide undisclosed phthalates like DEP; and general indoor dust from vinyl building materials. For pregnant people and infants specifically, it's worth actively minimizing exposure to DEHP, DBP, and BBP given the anti-androgenic evidence — favor fragrance-free products and non-PVC household goods where that's an easy swap — but for the general population this is a "reduce where convenient, not a reason to panic over any single labeled product" chemical family rather than a hard no.
